Payroll Compliance Practitioner (PCP) and Certified Payroll Manager (CPM)

The Canadian Payroll Association (CPA) offers the only payroll certifications in Canada: Payroll Compliance Practitioner (PCP) and Certified Payroll Manager (CPM). These programs prepare payroll practitioners to manage the compliance requirements of an organization's annual payroll cycle, deliver clear and reliable payroll information, and contribute a payroll perspective to organizational policy and strategy discussions.

* Students must achieve a minimum of 65% on both the final examination and 65% on the final course to pass.

IMPORTANT:

You must also register with the CPA, in order to ensure that you will receive your course materials.

The course tuition fee is $459.00 (no tax and no application fee).  The $459.00 tuition to Douglas College must be paid first to hold your seat in the class. To register for Douglas College (Visa/MC) you may call the Registrar's Office @ 604-527-5472.  After paying the tuition to Douglas College you must then pay the CPA Fee.  To register and pay for the CPA fee you may fill out the Registration Form (link below) and email it to the CPA or call the CPA toll free @ 1-800-387-4693 ext. 317.  If you have any questions or concerns please call Laury @ 604-527-5607.

Payroll Compliance Practitioner (PCP) Certification

The Payroll Compliance Practitioner (PCP) certification is the foundation of your career in payroll. It provides you with the compliance knowledge required to process an organization's annual payroll cycle, effectively communicate payroll information to all stakeholders, and understand the accounting function as it relates to payroll.

Introduction to Accounting*

PLEASE NOTE: A one year weighted Payroll Experience (PE) requirement in effect for PCP certification.  Students will have 5 years before or 5 years after the start of the Payroll Compliance Legislation course to complete.  In other words, all PCP courses and the PE requirement must be successfully completed within 5 years.  Please visit the Canadian Payroll Association website for more detailed information.

Douglas College's first year Accounting Course #1110 is transferable to the CPA.

Payroll Compliance Legislation

Prerequisite: None, although a thorough understanding of mathematical principles and a proficiency in English, will increase the probability of success in this course.

Payroll Compliance Legislation (PCL) This is the first core payroll course in the Payroll Compliance Practitioner (PCP) certification program. Upon completion of Payroll Compliance Legislation (PCL), you will have a thorough understanding of the compliance requirements and be able to describe payroll’s objectives and stakeholders, identify an employer/ employee relationship, apply federal and provincial legislation to payroll and communicate the payroll compliance requirements to various stakeholders.

Payroll Fundamentals 1 (PF1) This is the second core payroll course in the Payroll Compliance Practitioner (PCP) certification program. Upon completion of Payroll Fundamentals 1 (PF1), you will be able to: calculate regular individual pay, calculate non-regular individual pay, calculate termination payments, complete a Record of Employment (ROE) and communicate all aspects of individual pay requirements to various stakeholders.

Payroll Fundamentals 2 (PF2) This is the final core payroll course in the Payroll Compliance Practitioner (PCP) certification program. Upon completion of Payroll Fundamentals 2 (PF2), you will be able to: calculate organizational remittances to federal, provincial and third party stakeholder, prepare accounting documentation for payroll, complete year-end documentation and communicate all aspects of organizational remittances, accounting and year-end requirements to internal, external and government stakeholders.

Introduction to Accounting

Introduction to Accounting This course must be taken at a Canadian post-secondary institution.  (Douglas College course ACCT1110 has been preapproved by the CPA). Introduction to accounting must cover the following principles and practices to be accepted as part of the PCP program: recording transactions (debits/ credits), journal entries, preparing simple financial statements, closing accounts, reconciliations, trial balance.

Work Experience Requirement

In order to fully prepare students as certified Payroll Compliance Practitioners, one year of weighted payroll-related work experience is required. Students completing courses on a part time basis can obtain the work experience requirement within five years before or after passing Payroll Compliance Legislation (PCL) course and the timeline for students in full time program, starts either five years before or after the end date of their Payroll Fundamentals 2 (PF2) course. Those individuals who complete the education requirement but have yet to satisfy the PCP work experience component are considered “PCP Candidates”.

Certification Declaration

  • Once the education requirements are met, and you are an active CPA member, you will be sent the Certification Declaration, which must be completed and submitted to receive the certification.  

All certified individuals must comply with the following three requirements to maintain certification:

  • Maintain a membership with the CPA through a Professional membership or the Organization membership of your employer (annual membership fees are required)
  • Adhere to the CPA’s Code of Professional Conduct

Certified Payroll Management (CPM) Certification

The Certified Payroll Manager (CPM) certification builds on the PCP compliance knowledge by developing to prepare seasoned professionals to manage a payroll department.  It provides you with the knowledge to make decisions, supervise and manage, and contribute a payroll perspective to organizational policy and strategy discussions.  Prior to enrolling to the CPM program, students must have achieved the PCP certification, must submit the Payroll Experience Prerequisite Application (see below) and receive approval from the CPA.  These prerequisites ensure students have the knowledge and practical payroll experience required to be successful in a payroll management program.

Payroll Experience Prerequisite Application: Students who wish to enroll in the CPM program must meet a payroll experience prerequisite to register.  To satisfy this prerequisite, the student must have at least two years of experience being responsible for an organization's payroll function, which includes being accountable to management for the accuracy of employees' pay and all government statutory remittances, or equivalent experience, obtained in the past five years.  The Payroll Experience Prerequiste Application is found on the CPA's website, http://www.payroll.ca/, under Certification.  Students must submit the Payroll Experience Prerequisite Application and receive approval from the CPA prior to enrolling in Introduction to Payroll Management.

Introduction to Payroll Management

This course is the first core payroll course in Certified Payroll Manager (CPM) certification program.

Introduction to Payroll Management prepares professionals to manage a payroll department by introducing them to the most applicable core management subjects. Based on market research, the course provides the management content and tools required to be a successful manager, such as decision making and project management. It builds on the foundation of a Payroll Compliance Practitioner's experience, knowledge and application of legislative monitoring and effective communication of payroll programs and policies.

Applied Payroll Management

This course is the final core payroll course in the Certified Payroll Manager (CPM) certification program. 

It provides professionals with the opportunity to apply relevant management processes in a payroll department context.  Benchmarking, best practices development and human resources skills, such as monitoring, assessing and supervising, are utilized to enable the payroll professional to achieve organizational and career goals.
